Scenario 4

Future Planned Development in Tattenhall

An item on the Parish Council Agenda for the 12th January concerned the Neighbourhood Plan Review & Site Allocations. The background to this item was that the Neighbour Plan (TNP) for Tattenhall is no longer valid as it was 'made' over 5 years ago and does not include site allocations for housing development. As a result, Planning Applications for development within the village are likely to progress, whether or not they correspond to the existing TNP.

The Parish Council have devoted themselves to updating the TNP. As a result of a meeting, drop-in presentation and survey/consultation with the village in October for the sites for development, Scenario 2 was the preferred option, attracting 50% support whereas Scenarios 1 & 3 attracted strong opposition . Scenario 2 comprised developing land to the west of the village, between Frog Lane and Chester Road. However, further meetings with the land owner, Bolesworth Estate, indicated that not all of this land would be available and Bolesworth Estate themselves have plans for development between Rocky Road and Frog Lane which were under discussion with CW&CC.

As a result of this meeting and others in December with CW&CC and CW&CC Strategic Highways and Transport, a Scenario 4 was developed, indicated in the attached map. More detail on this process can be found here. Following extensive discussion, Scenario 4 was adopted for inclusion in the TNP.

Now the Parish Council has decided on its preferred approach, further dialogue will be required with the affected land interests to refine the sites into an allocations policy for the modified TNP and to prepare the Strategic Environmental Assessment, which has thus far only been carried out in relation to the broader scenarios and with CW&C to ensure the indicative housing number is able to be met through the Plan. It is anticipated that this can be completed during January ready for the Regulation 14 stage of the process to formalise the TNP to commence in early February. Hopefully, this will enable the developing TNP to be included in any review of planning applications.
